Since 2017, the World Intelligence Congress has been successfully held for six sessions, creating a new window to showcase Tianjin's image as China, and continuously expanding Tianjin's influence and "circle of friends".

Bilateral talks are a service platform established by the World Intelligence Congress for face-to-face negotiations between governments and enterprises, as well as between enterprises. Currently, there have been a total of 116 bilateral exchanges, serving over 250 enterprises and government units. Since the establishment of bilateral talks for the first time at the Third Congress, we have continuously innovated our models, expanded our scale, upgraded and improved our service guarantee system. Currently, we have achieved long-term opening up to the outside world, providing a negotiation bridge for enterprises and government departments during non conference periods, and creating Tianjin's "urban reception hall".

The bilateral talks at the 7th Congress will focus on "multi-dimensional, identifiable, and satisfactory" aspects to enhance the communication services. The scope of the talks will cover four parts: "capital intelligence", "technological needs", "industrial policies", and "talent projects". It will be carried out in various forms such as policy interpretation, project release, industrial training, financing coordination, project roadshows, and business salons to create a comprehensive communication platform.
