Tianjin took the lead in raising the banner of the development of intelligence science and technology industry in 2017. In the same year, we proposed to build an ecosystem of intelligence in an all-round way and build "Tianjin Smart Port". To this end, the World Intelligence Congress focuses on the implementation of the national New Generation AI Development Strategy, and worked hard for four years to form a series of achievements.

After the 1^st World Intelligence Conference, Tianjin issued a series of policies around the development of intelligence technology industry, such as "Implementation Opinions on Implementing the Outline of Digital Economy Development Strategy in Tianjin" and "Action Plan for Tianjin to Build a National New Generation Artificial Intelligence Innovation and Development Pilot Zone"; Set up a special fund for intelligent manufacturing of 10 billion yuan and a fund for the new generation of artificial intelligence science and technology industry of 100 billion yuan; In 2019, Tianjin was approved to build a national new generation artificial intelligence development pilot zone; In the same year, it won the construction of Tianjin (Xiqing) National Vehicle Networking Pilot Zone; In 2021, Tianjin (Binhai New Area) was approved to build a national pilot zone for innovation and application of AI, and Tianjin became the only provincial-level administrative region with dual pilot zones in China.

Since the 4^th Congress, a total of 348 cooperation agreements have been signed, with an agreed investment of 353.2 billion yuan, gradually forming "1 +3 +4" ("1" refers to intelligence technology; "3" refers to biomedicine, new energy and new materials; "4" refers to aerospace, high-end equipment, petrochemical industry and automobile industry) modern industrial system; The special financial fund of 10 billion yuan for intelligent manufacturing has supported 1,726 projects in 5 batches with 5.21 billion yuan; Tsinghua Unigroup, 360, TCL, Lenovo, Kylinsoft and other enterprises have learned about Tianjin through the Congress and have chosen to settle in Tianjin; Alibaba Tianjin Center, Huawei Kunpeng Ecosystem, Tencent's largest IDC data center in China, CETC New Materials, Hikvision, SINSUN Robot and other projects have also become attached to Tianjin, forming a number of AI industrial enterprise clusters such as TEDA Intelligence Unmanned Equipment Industrial Park, Binhai New Area Information Security Industrial Park and iFlytek Intelligence Valley.
